The Militia Act of 1903, also known as the Dick Act, was enacted by the US Congress to create a National Guard, with units of similar form and quality to those of the regular US Army, and to provide funds for training and equipment. The act would be amended several times, including the Militia Act of 1908, which among other things - led to the creation of the Division of Militia Affairs, which would be the agency responsible for overseeing the National Guard. The current booklet was the first to address all officers of the "organized Militia" and describe possible problems and their solutions, while on duty, orders, etc. Very good .
