With the signature of David Starr Jordan - arguably the most influential of all American ichthyologists, former President of Indiana University, and the founding President of Stanford University - to front wrap. Speaking to the Presidents of the Red Cross Societies, the Presidents of the Junior Red Cross Societies in the schools, and the Mayors of All the Villlages and Cities in the Kingdom of Bulgaria, the circular addressed the territorial changes in Bulgaria after the Second Balkan War, which had negated the majority of the gains after the First Balkan War and which, in turn, had resulted in more than 100 000 Bulgarian refugees from Eastern Thrace, Macedonia, etc. It explained the overwhelming and crippling effect of such influx of people to the already-battered country and its innability to offer help to its own people. It finally implored communities and societies to lend a helping hand in handling the dire situation. No copies in OCLC; none in the trade (as of December 2020). Very good .
