Kennedy issued Executive Order No. 10924, which established the Peace Corps as a new agency within the Department of State. Later that same day, in his current message addressing the Congress of the United States, he asked for permanent funding for the agency and described its ideas and functions. The precursor to the Peace Corps – the Point Four Youth Corps – had been proposed by State Representative Henry Reuss of Wisconsin in the 1950s and, then, Senator Kennedy had added the idea to his election platform. The agency, headed by Kennedy’s brother-in-law, R. Sargent Shriver, would begin with the modest number of 750 volunteers and by 1964, over 7,000 volunteers would be in the field. Since then, close to 200 000 Americans have joined the Peace Corps, serving more than 140 nations. Ill.: 0. 2.
