The report was compiled in 1879 by the Text-book Committee of Bennington (comprised of various educators, a doctor, a minister, and the town's Superintendent) and was filed with the Town Clerk, as required by the Vermont Legislature. Its purpose was to ensure uniformity of prices and the best selection possible of school printed materials. It contains a short summary of the committee's work and prices of textbooks not to be increased for five years. The report also states that "..in the Committee's opinion, dealers should have a reasonable profit above the following scale of prices for selling the books. Ill.: 0. 2.
