This a rather early work on political economy by Cambreleng, whose impetus for writing this work was occasioned by Baldwin's tariff proposal. The author examines the history of government revenues, taxes, and more importantly the American system. Cambreleng was a representative to Congress from New York. Henry Baldwin was a prominent attorney and representative in Congress from Pennsylvania, who was later appointed by Andrew Jackson to the U. S. Supreme Court. This analysis of his tariff proposal was considered to be "a well-reasoned, conclusive tract" by McCulloch in his Lit. Pol. Economy [as quoted in Sabin].
