It functioned up until 1899. A report on the progress of the department, with information on the results for the examinations between 1888 and 1889, a measure of the success and failure, of the board of visitors of the science and art museum, and more. With various appendixes.  In a half calf binding over marbled boards with five raised bands. Externally smart with some shelf wear and some rubbing to the leather as well as a minor scuffing. Internally, firmly bound. Some of the leaves are slightly cockled due to tight binding.
