Title: Penological Reform in Western Australia.
Description: Perth, Govt. Printer 1916. Octavo half morocco (a touch scuffed); 20pp and 6 photo plates. Ex-parliamentary library copy with their gilt crest on front board and stamp on title. Bound with a quantity of blank sheets to bulk out the binding. ¶ A rare and heartening document, mostly, it seems, written by the Colonial Secretary J.M. Drew. It truly contains the notion of reform and improvement. "With slight differences only, it may be said that the prison system of 1910 was the same as was in vogue in 1840". The commencement of penal reform began with the Royal Commission of 1911 but that "report as a whole indicated the findings of a disciplinarian rather than a prison reformer". Four years later they report with pride on the substantial and dramatic changes in the system.
