A few spots but in all a pretty good copy. ¶ Originally a report for the War Department and printed by the Senate, here published in a 'style more creditable to the author, and more worthy to the importance of the vast interests affected'. 'Foreshadowing a new and extensive department of Civil Engineering .. a grand scheme of public improvements' (publisher's preface).
