In a very good condition. ~ FIRST EDITION. Alexis Henri Brialmont (1821-1903) started in 1874 to study the possibility of improving the main fortresses on the Meuse River: Liège and Namur. The new project was widely discussed upon the publication of the present book. It provoked a strong opposition from the liberal leader Walthère Frère-Orban (1812-1896) who insisted that the Meuse fortifications misinterpreted Belgium's traditional defense policy by concentrating on eastern security line instead of grouping forces in the heart of the country.
