Book condition : very good. - The first Estates General since 1614, this assembly was summoned to meet at Versailles on 27 April, although the date was later changed to 5 May, in order to propose solutions to financial problems, to reduce the treasury's deficit, and to relieve the public debt, problems that the two Assembly's of Notables in 1787 and 1788 had failed to resolve. The opening session was preceded, on 4 May, by a slow, very formal, anachronistic procession. In the presence of the king and court, the members of the three orders heard Mass. Then, on 5 May, they 'submitted' to speeches by the keeper of the seals, C.-L.-F. Barentin, and J. Necker, which contained neither program nor promises. The dissapointment of the Third Estate was intense and was manifested from the beginning by the verification of credentials, which was done by separate orders and not in common. Of capital importance for the history of financial situation of France at the eve of the Revolution. Necker's report to the King covers the pp. 21-103 and is followed by the tables giving the details of the financial situation, with separate titlepage : État Général des Revenus et des Dépenses fixes.
