Description: H.M.S.O., 1911. Folio. pp. 4, [1, amendment]. This item may have at some time been mounted and will bear traces on the reverse of adhesive or removal of mounts. The Parliament Act of 1911 restricted the rights of the House of Lords following the rejection of "The People's Budget" which attempted to increase taxes on the wealthy to fund social welfare programmes. A General Election in 1910 gave the Liberal Party a mandate for constitutional reform. The effect of the Act was to remove the House of Lords' veto completely on 'money bills' and replaced the veto on other bills to a maximum of 2 years [the 1949 Act further reduced the veto to one year].
