The crisis in planning at this point stemmed from a serious loss of the post-war confidence in the profession, and by external factors like the widely publicised corruption being uncovered via the Poulson Scandal and the creation of the two tier local government system that had effectively split local and strategy planning in two. Ash's paper is pessimistic, but some of the responses included are more positive. Arthur Blenkinsop's analysis - that the drive to big-state solutions in planning had created too large a gap between the profession and the people it professed to serve - was perhaps the most astute.
