These reports mark the efforts of the House of Commons to ensure that the Cheap Trains Act 1883 was being properly implemented. The Act had excused railway companies from paying passenger duty on cheap fares, but in return required them to run cheap trains for workers, at least in part to make it possible for the lowest paid to move out of crowded city centres to new housing schemes.
