Divided into thirteen sections mainly devoted to railroads within the country but deals also with roads, waterways, various other ways of transportation, telegraphs, telephones, cables and radio facilities. Meyer Robert Guggenheim (1885-1959) was a Major in the Infantry during WW1. Between 1923 and 1925 he served as Lieutenant Colonel and Assistant Chief of Staff and in 1953 he was appointed US ambassador to Portugal.
