The first is a study of the Greek city-state, the polis, which was the first community of free citizens ever created, and the first bound to the nomos, the law. The first part ends with a survey of Greek attempts at federation. In the second part, the Hellenistic State is reviewed, the first territorial monarchy formed on a Western as well as an Eastern basis. Originally published in 1960.
