Title: Manitoba's Case: A Submission Presented to the Royal Commission on Dominion-Provincial Relations
Description: Winnipeg, Province of Manitoba, 1937. 1st edition. 8 1/2 x 11". This collection consists of two parts: (1) the complete Manitoba submission ('Manitoba's Case'), contained within nine perfect bound, card covered volumes, each measuring 8 1/2 x 11' and contained within blue card covers; and (2) 24 individual reports, variously bound in similar fashion, or in coil, or in buckram (hardcover), but all with (more or less) similar blue covers. All titles show varying degrees of wear and soiling, some rubber stamps to eps, but all are in at least good+ condition. These individual submissions provide an exhaustive and complete picture of Manitoba, and Western Canada, in the 1930s. Some report titles are: Agricultural Income in Rural Manitoba, The Commercial Fishing Industry, Employment of Women, The Fur Industry, The Live Stock Industry, The Population of Manitoba, The Poultry Industry, Transportation, The Youth Problem etc. Each report contains from 20 to 367 pages, with most being over 100 pages in length, and extensively supported with statistics. This is the complete submission by the Province of Manitoba to the federal royal commission, known as the Rowell-Sirois Commission. The Report, issued by the Commission, has been called 'a landmark in the development of Canadian federalism' (Cdn. Encyc. p. 612). The Commission was established by Ottawa in 1937 to 're-examine the economic and financial basis of Confederation and the distribution of legislative powers in the light of the economic and social development of the last 70 years'. As a result of the Comission's recommendations there was a shift in taxation power from the provinces to the federal government, and the perfidious system of equalization payments came about.
