This 1872 Congressional Investigation dealt with the irregularities in the running of the District. Sen Sumner also advocated for better treatment of the Negro in the District in terms of schooling. An important investigation and a look into the workings of DC in the post Civil War era and in the time of great corruption in the Grant Administration.
