Morris discusses this event in the "Rise of Theodore Roosevelt", pp.454-455. TR was appalled to find that even on the most remote Indian Reservation in the West, the demands of patronage and kick back contributions were enforced among the meagerly paid teachers and minor officials. He exposed all of this with his characteristic outrage at the corruption that poisoned these remote outposts. A sympathetic report by TR of his visits to various Sioux, Cheyenne, Osage, and Santee tribes. Roosevelt comments on the prevalence of half-breeds over their white or native counterparts, poor health care on reservations, and the relatively low levels of racism against the Indian found outside reservations. Quite scarce. Edge wear; wrappers chipped; front wrapper detached but present with a "Withdrawn" stamp on the wrapper verso but no hint of what institution it was withdrawn from; text block near fine.
